I found Royal Librarian Brinn murdered in an alley in Qeynos Harbor. It looks like his suspicions may have been true. His documents were stolen, but I recovered his signet ring.

Stage 1

I should return to the palace and tell Murrar Shar about what happened.

Start:	Speak with Murrar Shar.
Complete:	I have spoken with Murrar Shar.

Murrar Shar believes that Velia Truesight can tell us who killed Brinn.

Stage 2

I have been ordered to capture Velia Truesight, the elf who translated Brinn's stolen book. Guardsmen from the palace will follow me through the sewers to the Thieves' bar and take her into custody.

Start:	Lead the guards to Crow's Resting Place in the Down Below.
Complete:	The guards have attacked me!

The guards ambushed me! I was forced to defend myself!

Stage 3

I must defeat the guards and find out why they want me dead.

Start:	Defeat the guards.
Complete:	I have defeated the guards!

Start:	Find a clue about why the guards are attacking.
Complete:	I found a copy of their orders!

I defeated the guards and discovered that they were ordered to kill me!

Stage 4

The guards had orders to assassinate both me and the translator. I should talk to her and see what she knows. Something is very wrong with this turn of events.

Start:	Talk to Velia Truesight.
Complete:	It was Murrar Shar all along! He's the traitor!

The translator told me who originally hired her - It was Murrar Shar!

The traitor was none other than Murrar Shar! He tried to have me and the translator, Velia Truesight, killed. All of Qeynos may be in grave danger.

So, now we need to return to Murrar Shar. He's still outside the palace. Again, be careful if you're evil as the epics hurt.
Apparently you have to take some guards to the translator. You'll remember she was in Crow's Resting Place, so head into The Down Below.
When you get to the zone-in, the guards will attack you! They're even con, double down, so kill them quick. Loot the Guard Orders off their corpses... but do it AFTER you kill them, not before.
Once they are dead and you have the orders, zone into Crow's Resting Place Hail Velia Truesight to complete the quest and gain your reward.
