This quest is given by Snorgle Filthwallow after you complete the "My Friend, Snorgle Filthwallow" quest.
He asks you to kill the goblin with who is torturing the Warboars in Runneyeye. What you need to do is kill Runnyeye Torturers until the whip drops. It is a rare drop.
After doing this return to Snorgle for your reward.

1st Round got update,,, was an old quest I was finishing up.... Loc is 221, -16, 34 ,,, So maybe get the Quest leave and come back for it to get it done fast,, I got alot of Quest From Runny eye and did them later... all seemed to go alot faster,,, just my 2 cents,,

where do torturers spawn??

I timed the respawn and found it to be 12 minutes. This is if you kill the whole group.

i don't get it... i haven't been keeping track but i have to had killed at least 28 torturers so far and still no update! is there some trick to gettin this or something? i see people say they got it after 3 or 4 rounds of killing

the torturing goblins no longer just re-spawn if you run from the eyeball, takes about 5 minutes or so now. just to let you know.

Hey. Only took me 3 mobs to get the whip and also a Goblin Heart. Confirm that best way is to kill the 4 torturers and then run from the Oculus Wizard. When you come back, the 4 torturers are there again. Took me about 5 minutes to do.

I got my update after 15 to 20 waves of torturers. I had just about given up hope when the message appeared that I found the torturers whip.

As of 3/18/06 I confirm the killing of the 4 torturers and run off the eye to get them all to re pop instantly, the location to this is ( 233.02, -15.95, 36.21 ).

I can confirm it drops. 4 Runnyeye Torturers are grouped with 1 Oculus Wizard. Easiest and quickest way to obtain this rare drop is to kill the Runnyeye Torturers 1st then run away. Disengaging the fight by running away and leaving the Oculus Wizard alive will result in the WHOLE group respawning, (yes thats right the Runnyeye Torturers will respawn). Repeat process of attack/running away till quest 'dings'. Took me 6 attempts, but only took 15 mins in total if that to complete.

As of 2/18/06 I have camped this room for a couple hours, killing the warboars and name in this room repeatedly without getting a single torturer to spawn.

Yes it rare drop, I killed 4 group of them, I get drop.

I've managed to find the whip from one of the torturers. Now that I have it, I should bring it back to Snorgle.
Snorgle tried to welsh, but in the end he finally gave me a treasure he claimed he got from "the voice in the chains."I've found the whip and brought it back to Snorgle. He was right about to welsh on his end of the deal, but dredged up some kind of intelligence at the last moment and offered me a gift. It seems I have a new best friend for... life.
