Snorgle now claims that he'll help me out only as long as I bring him the whip that's used to beat the boarfiends. If he doesn't start acting like a friend after I do this for him, I refuse to talk to him ever again!

I need to find the goblin which currently has the whip that's used to keep the boarfiends in line. It's likely that the one who has it is probably a goblin tasked with torturing their slaves.

Snorgle tried to welsh, but in the end he finally gave me a treasure he claimed he got from "the voice in the chains." I've found the whip and brought it back to Snorgle. He was right about to welsh on his end of the deal, but dredged up some kind of intelligence at the last moment and offered me a gift. It seems I have a new best friend for... life.
