I think there is some confusion here. The first 2 quests are given by the NPC as normal quests. After the second he mentions that, should you find anything else of interest, please bring it to him.

In Haoaera are three tablets on the ground. Each one starts a quest to take the tablet to the NPC.

In Haoaera at a broken pillar between the 1st and 2nd captured throm cages, by a tree, at 1688, 128.68, -362.72 , is a tablet on the ground you can gather. Harvest the tablet to start this quest.

Take the tablet to Arolokal. This concludes his series.
