A Foul Wind  

make sure you choose a foul wind option when entering firemyst.

The item was dropped by a lowland viper too.

got the letter from a rat, so its p robably just a random drop from anything as long as you can get a chest from it

I've just finished yestrday the quest. Once u enter in Firemyst Gully u have 3 options:
1. Firemyst Gully
2.A Foul Wind
3.The epic level adventure
Upon zoning choose the option with the foul wind. For me (25lvl templar) everything was grey, though still I completed the quest. SImply go and kill the witch that resides inside the tower.
U won't miss her since it is the only named one and coz it is a ghost it shines as a beacon.
Killin her should finish your quest.
With a 25lvl character I only got 1%.

You zoned into Shattered Stillness, Malificent. It is a very high level raiding instance. I wandered in there myself as level 28 Brigand, and got too close to the Lost Captain (who has very big aggro radius) and one hit = dead. Not exactly sure how you are allowed to wander in that place solo, but it can happen. You can't reenter for 5 hours, but you can recover your shard from the Firemyst door in Antonica.

There is 2 different quests to do in FG.

The access quest called simply Find Lord Something scythe and the Foul Wind.

I completed the first one where all dwarves are still alive and I was lv21 Paladin. At that lvl it is pretty because every single mob is grey...ok, no xp but the final reward for 5 mins game play was great. Once you get you need to speak to a NPC in the dwarf camp. He will give you another quest: the cleansing of FG. Once you complete it, speak to him again and collect your uber weapon. I chose the Hammer of Cleansing with good stats and still yellow at lvl21 (it maxes at 25).
Of course there was a choice of weapons for other classes.
Overall, great quest especially if u r under lvl20.

The other quest, a foul wind, no idea because i heard that the reward i not worthy. Also there is a lvl cap for this quest (i think it's 21). At 21 u either cannot access or, even if u access FG, it will not update foul wind.
So if you intend to complete a fould wind quest do it before lvl20. I personally deleted it.

Well, finally figured it out.

This particular quest (Foul Wind) is repeatable and is not intended for users 20 and above (as all are grey).

The minilog update is not triggered when you enter the land under Foul Wind but the main journal log is. (Check to see when you enter world.) When you cleans the entire land, a Level 15 to 19 will get good exp. But this is not intended to be anything more than the Lighthouse quest for higher level players. Only for experience and few meager reward drops.

To clear up the minilog, simply use the journal to select another quest. You wont find Foul Wind in the Access Quests to do as it will now be in completed. Yet, since it is repeatable, the finding and examining of a Foul Wind scroll will restart the process.

Useless quest for 20+ and realy annoying trigger bug. :( I give this a 5/10 for 15 to 19 players and a 1/10 (for the fun of clearing a whole land area as there is not respawn unless you leave and re-enter) for 20 and up characters.

You cannot enter this instance if you are above lvl 20 when you yourself click on the door and in a group. But it will let you enter if someone else in your group is 20 or less and they click on it. I couldn't get this quest to complete however.

U dont actually need to find Lord Nalin

U do need a grp of 3-6 chars to do tho, once u get tho the gate to Firemyst click on the door and the quest is complete.
