Turgen only speaks Halasian. He has the quests to give you the key to the Bridge Keep so that you can open the gates after dark.

In fall 2009, Turgen stopped speaking simply Halasian to travelers, and now stands north of Bridge Keep. His new quest that he offers is titled None Shall Pass!.
