You have to get to the basement for this guy. You get the key to the basement from the priest of fear up on the 2nd floor. Ues the guide to get all the items to get to him. In doing the guide you will kill every named in the zone which is also needed to get to Garanel.

Once dead he will also mail you a -700status house item.

After i got it, I put it in a house and then forgot what it was. I knew i had it, but couldn't remember the name. It is Garanel's Scorched Skull. I noticed there was no page on it.
