Actually, Advanced Jeweler 28 is the book needed for the palladium bangle recipe (it was also switched to palladium bangle instead of torque). But yes, jewelers can still make this item.

With 147 mining, I found the Pallidium Cluster in 3 rocks.

I think it is total BS that we need an item this rare for a quest that the item isn't even that great. I've harvested over 200 wind swept stones looking for the ore, this is getting a bit ridiculous. what is even worse is you have to go thru the same BS for the manastone with the glimmering tooth. thanks alot SOE... /rude

I found a palladuim cluster while harvesting from Eventides in Nek.

Palladium Clusters can be Found by Harvesting Wind Swept Stones in TS. I Found one by Harvesting over 100's of those stones doing An Axe From the Past HQ.

Easy Tip:
I suggest Getting to the Harvesting part of An Axe from the Past Heritage so this way While ur Harvesting in TS you may find a Palladium Cluster. (Be prepared to Harvest for a WHILE!!! Easier Said then done!)

The palladium Torque is dropped by Lord Androus, in StormHold
But only very occasionally.

Anyone know what Mobs in Stormhold Drop this Torque? Or if it drops from anything else? Palladium clusters are 60 gold on Runnyeye. I'll never pay that for an item that will only be consumed by the Strange black rock HQ.
