Speak to Derald Walldons at -85, -7, 193 Copy on Overlord's Perch in South Freeport to begin this quest.

1. Go to Scale Yard: Traitors' End in South Freeport at -65, -25, 286 Copy .
2. Seek out 3 dissident recruiters. These are triggered spawns as you run around Scale Yard.
3. Return to Derald.
4. Go to the jail in the Freeport Militia House and speak to a captured dissident at 150, -26, 152 Copy .
• Enter the cell through the door at 156, -26, 147 Copy to interact with her.
5. Go to -160, -59, -198 Copy in North Freeport and click on the door on the wall to enter the hideout.
6. Kill Aldran Millhouden and his two bodyguards.
7. Return to Derald in Freeport to complete the quest.
