Speak to Serris at -259, -55, -11 inside the Seafarer's Roost in The City of Freeport to begin this quest.

Enter the Buccaneer's Hideaway at -118, -53, -308 in North Freeport. Serris will be found just inside the instance; you can hail her to get her to become a level-scaled ^ follower who will assist you in combat.

Kill 6 aggressive Buccaneers

Deal with Siren in the hideout. Head upstairs and down the hallway and walk past the guards to hail Captain Siren. Over the next minute Siren and her bodyguard will go through a dialogue script.
Speak to Lasarian Nasin at 26, -18, 75 in The Coalition of Tradesfolke to complete the quest.

It does not matter much what, or who, you discuss with Lasarian but some interesting tidbits can be learned by restarting the conversation several times and taking different paths.

Serris is worried that the pair of drunkards that saw me infiltrate the Seafury Buccaneer's storage cellar will get word back to their leader, Bloodbeak, about what happened. She has urged me to join her in finding and silencing the witnesses or anyone they've spoken to. We know they went straight to the Buccaneers' hideout, so that's where we'll look for them.

Stage 1

I should enter the Seafury Buccaneers' hideout. The entrance is an innocuous-looking cellar door along Compassion road in northern Freeport, not far from the entrance to Beggar's Court.

Stage 2

I need to find and kill the two witnesses, Javvy and Fichman, as well as anyone they may have talked to.

Start:	Kill nearby Seafury Buccaneers
Complete:	I killed several Seafury Buccaneers.

I killed the witnesses, Javvy and Fichman, as well as a number of Seafury Buccaneers.

Stage 3

Now I just need to deal with Captain Siren. Then we won't have to worry about retribution from the Seafury Buccaneers.

Complete:	I was chastised by Siren.

Captain Siren apprehended Serris. After she explained that I would never see Serris again, Siren urged me to speak to Lasarian Nasin, the head of the Coalition of Tradesfolke.

Stage 4

I've been told to speak to Lasarian Nasin, the head of the Coalition of Tradesfolke. His building is in western Freeport, south of the Coliseum.

Our daring mission to silence the witnesses was inevitably futile. Siren, a high-ranking member of the Seafury Buccaneers, intervened and apprehended Serris. She suggested I speak to Lasarian Nasin, the leader of the Coalition of Tradesfolke. In an odd twist, Lasarian "thanked" me for my work in disarming citizens and redistributing weapons, as it helped him turn a profit.
