Once you have the quest from Ambassador Brynhilde Maersdottr, go and speak with a disreputable boatman at -408.33, 28.61, 206.33 in Frostfang Sea.

Speaking to him will complete the quest and put you in Haven. You are now Exiled! You can begin working on raising faction with the city of your choice.

I have decided to leave New Halas and become an exile. I understand that if I complete the betrayal process to another city, even if it is to return to New Halas, all my spells and combat arts will be set to APPRENTICE. Once this quest is completed there is no turning back.

The disreputable boatman can be found at Erollis Dock.
