After completing The End of an Era, an othmir messenger named either Yue or Rox will approach you and offer you this quest.

Speak to Beckavar at -1391,-509,-2258 , up a hill west-southwest of Fina's Retreat
Head southwest to Snowfang Isle and speak to Thurr at -945,-519,-2122 to complete the quest.

You must know the Gnollish language to speak to Thurr. To learn this language, complete the quest Bark Like a Gnoll.

The othmir captain, Beckavar, would like to speak to me. He can be found on a hill overlooking the landscape in Fina's Retreat.
