If you have never done Tin Metal Protection, speak to Garple during Bristlebane Day at -374, 31, 164 on the Erollis Docks in Frostfang Sea to receive the quest Blat Bound.

Speak to Blat Berisen at 227, -14, 390 just outside the South Qeynos gate in Antonica (good alignment) or at -1107, -60, 56 near the Freeport gate in The Commonlands (evil alignment).
