The only way to get these to spawn is to be on the quest 'A Meeting Interrupted.' They will spawn only at night (8pm-5am Norrath time) and after you kill the 4 Bloodskull negotiators that spawn just nearby.
It is also worth noting that 'A Meeting Interrupted' is only available to evil characters. Not Freeport-only, but evil.
