i got this off a 25 ^^^ named mob called "shiana <<<(i kinda forget the name) the wailing" with 2 other mobs in her group in the instance accessed by a witches key (cauldron hollow door nektulos forest)
its worth just over 1 silver and is not used to access quests that i can tell, though everything in the instance was grey to me so maybe i missed something somehow.
