Speak to Emissary Ta'lur at -538, -687, 426 Copy in the Village of Alivan to begin the quest.

1. Talk to Captain Val'kirr at -347, -724, 398 Copy .
2. Kill 5 stormwing drakes around Alivan.
3. Return to Captain Val'kirr to complete the quest.

The drakes just outside Village of Alivan, in the trees, are paired level 94, making them a faster alternative to complete this task.
