Deputy Kegie won't leave the relative safety of his post, so it's up to me to see if I can't figure out why barrels of jum jum are going missing around the area. I'll start by looking through the scene of the crimes and searching for clues. With the Deputy so frightened, information is sparse, but I'm up for the challenge.
My hunch was right. By staking out various jum jum barrels, I eventually encountered the Jum Jum Thief and brought him to justice.
I've updated Deputy Kegie on the situation with the Jum Jum Thief.After staking out several jum jum barrels, I caught the Jum Jum Thief sticky-handed and brought him to justice. Deputy Kegie appreciated my efforts but still refuses to leave the wagon in which he's been hiding. I wonder whether he's simply lost his mind or if there's something to his paranoia.
Stage 1

Stage 2

This quest is given by Deputy Kegie in The Enchanted Lands at -207, 0, -353 after you complete the "Halt, Who Goes There?" quest. You must visit a few spots in the Enchanted Lands.
First you must visit the bar at the docks. Then return to Deputy Kegie.
You then must visit the :Halfling Lookout Post in the Enchanted Lands at 316, 2, -376 and interact with the barrels there. When you do this a level 33 Jum Jum Thief will spawn. Kill him.
After killing him return to Deputy Kegie for your reward.

Did this quest today. There was about a minute delay between when I clicked on the barrels and when the thief spawned. He spawns on top of the house. It's easier to see him if you move around to the side. Soloed him with my 38 wizard. He seems to be a melee only mob, so root, nuke and repeat worked well.

Clicked on barrel, no thief. Now can't click on barrels. Is it bugged?

After going to examine the barrels in the corner of the shop on the docks, you do not go back to the Deputy as mentioned, you go straight to the halfling village on the other side of the wall. Once you examine the barrels at the halfling lookout post (315, 2, -378), The Jum Jum Thief (lvl 34^) spawns right above the door. After defeating the thief, you report back to Deputy Kegie for your reward. The cold status on the Valekeeper is only 140, not 180 as shown in the item database.

Interacted with barrels and no spawn, now can't interact with barrels, may have to delete quest and try again

ok. I already clicked the barrels and the Jum Jum Thief appeared. NOw if I leave him be for now until I get some help with him will he disappear and then I have to start over? Cuz me no want to start over. Hopefully someone can answer me. Thank you.

I also couldn't get the theif to spawn after I ran, so I deleted the quest and restarted and it worked fine.

same thing happened to me. thief killed me but when i went back he was gone and could not interact with barrels again

Okay, my first encounter with the thief was a bust. I had to yell for help. Now when I go back I cant get him to re-spawn and the barrels wont let me interact. Is it a one shot deal or what?

At level 29 I cannot select the Barrels. Can anyone else under level 30 confirm if this update has a level limit?

Okay the 1st thing you need to do here is head to the docks. Go into the build with Turl Jumkeg and you will an auto-update. Only then do the barrels become selectable for the 2nd step.

The quest reward is the necklace, but he dropped "a lock of oily hair".

The barrels are in front of the halfling hole just to the south of the Lookout Stump.
