Ok, I just figured out why it seems bugged. Like alot of others on this quest that said they were bugged, I was too. Complete entire quest get to last step and the velium plate wont update.
Solution: I deleted the repeatable quest in my log from one of the spirits. Then I clicked again on the plate and voila! It let me complete.
So make sure you don't have any of the spirits repeatable quests in your log and it will work fine.

Quest is bugged for me also.
"Find the Velium Plaque near the Icen Doorway." But when I inspect the plaque the only option on the window that appears is "Leave the plaque alone." Cannot continue the quest at this point.

Just another minor detal on whomever wrote the original article because he/she did a poor job explaining the part about finding the key(s) for opening the traps. All you have to do is find the Fisher behind that mountain in the center and kill it. THERE is NO RAFT!! :-)

The plate you need to touch is off to the left of the door. This will complete the quest.

I can't get the update on the Velium door but have no troubles getting in the menagerie. Wondering if this is due to a patch awhile back... Just sort of would like to close this quest, seeing how I put a lot of work and time into it. Any ideas? would be appreciated...

Finished today (6/15/06) and had no problem getting last update. The Velium plate is all the way on the left about eye level (for none midget classes) and looks circular.

The Spirit of Wintry Mist is the one by the tundra terrors. The location is -687.08, -38.26, -786.31 exactly. :)

Velium plate is actually left of the door, on a stone pillar. Not on the door. Exactly at the coordinates specified in the quest.

Correct location for The Spirit of Frigid Pine at the World Root is -675, -305 ... the one listed is way off.

Velium plate is on a column to the left of the doors as you look at them. Just clikc on this to complete the quest. It will highlight as you mouse over it.

I finished this today, but when I travelled to the Menagerie entrance, there was no velium plate to examine.
I tried clicking on the door, but got nothing....no update, no entry. The only thing that happened when I moused over the door (and yes I moused over the whole thing) was that the sign came up stating "To Miagul's Menagerie".
I'm wondering if this one's been broken.

Since it isn't really clearly answered, the location of the Spirit of Arctic Doom is an alcove IN the tunnel leading from the Plains to the Cove area. It's the only alcove, there are usually heroic kromise guards in it, and the spirit spawns at the far back. If you run high enough on the wall you can drop invis and hail him from there without agro from the heroics. If you have invis, that is.

Just a note on the fish traps. I was looking for these with a friend but we weren't able to find any traps along the ocean floor. They were hanging above us, like shark cages.

the bones that you inspect are on the little island with the bell, before you enter the passageway fall off left onto the little snow stuff there should be some bones laying around somewhere

Level 44 invis worked fine for this, nothing aggro'd (level 44 shammy / wizzie duo)
Using the /waypoint command works wonders, though the trail takes a few wierd pathing turns underwater.

The pile of bones to inspect which start off the quest is at /loc -44.08, -17.85, 145.25. Orientation, if important, is 75.41, 0.00, 0.00. If waypoints don't suit your fancy, when you're standing at the bell, face North and fall off the left side of the docks (go West) onto the land. (Do this before you enter the little cave-like entrance area. The pile of bones is right there on the ground. :)

I found the yeoman's remains and got the key to the sunken provision chest.
I found discovered a scroll that details the intentions of the fated expedition.
I gained the four blessing of the four Spirits of Icepine.
With the blessing of the Icepine spirits I have been able to gain entry into Miragul's Menagerie.I followed the trail of a doomed expedition and discovered Miragul's Menagerie.
Stage 1

This quest grants access to Miragul's Menagerie. It is initiated by examining a Pile of Bones near the docks at -44, -18, 145 .
- The first thing you need to do is to search for the Yeoman's Remains in Everfrost. They can be found at the bottom of the ocean floor in the cavern were Undertow spawns at -374, -28, 54 .
- Searching them will grant you a key.
- The key opens a chest, which is on the ocean floor in the same room at -402, -35, 41 .
- This will result in a Scroll Case.
- Open the Scroll Case by examining it. This will update the quest. You will now need to do tasks for four spirits in Everfrost to receive their blessings:
- Find the spirit at the Root of Tunarbos ( -721, 0, -305 ) . It will ask you to kill 8 hunters located on same area.
- Find the spirit at the Plains of Frozen Flames ( -674, -38, -825 ) . This spirit will ask you to kill 4 tundra terrors.
- Find The Spirit of Arctic Doom ( -40, -2, -1181 ) This spirit will ask you to kill 4 Kromise giants in Everfrost.
- Find the Spirit in Eci's Cove ( 366, -38, -1398 ) . It will ask you to search for 4 fish traps.
- Known Traps Locs:
- 1st: 43, -51, -1424
- 2nd: 238, -66, -1641
- 3rd: 482, -79, -1575
- 4th: 431, -54, -1283
- After completing all four tasks you need to walk to menagerie door and click the velium plate at -92, -23, -285 and the quest is finished.
NOTE: Make sure you don't have any of the spirits repeatable quests in your log or it will not complete.
