The ballot counter ( 207,1,-334 ) is confused and asks you to count the ballots and determine who won the Mayoral election.

Click the box on the table next to the ballot counter. You will end up pulling out several ballots until you finally find a key to take from the bottom of the box.
Speak to the ballot counter and tell him whichever candidate you prefer to complete the quest.

I've met the Gigglegibber ballot counter and he needs my assistance finalizing the results for the Mayoral election. I need to take the ballots from the box near him and figure out which candidate won.

Stage 1

I need to count the ballots and let the Gigglegibber ballot counter know who won.

Start:	I need to count the ballots.
Complete:	I have read all of the ballots and they don't make any sense. I guess I should just pick a winner.

Start:	I need to let the Gigglegibber ballot counter know who won the election.
Complete:	I have picked a winner to be the Gigglegibber mayor.

I have picked the new Gigglegibber Mayor.

Due to the fact the Gigglegibbers are not able to read, but oddly enough are able to write, the ballots made no sense. So, I just picked one of the candidates as a winner. That's settled.

To save time on this sub-quest, each time you click the ballot box a blue window will pop up with some dialogue and the option to "[Set Aside]" the ballot, which will close the window. You don't need to do this, you can just keep clicking on the ballot box and it will still count towards the sub-quest progression. When you get to the last blue window it will have the option "[Take metal object]" which you will need to click to close the last window and get your key for this sub-quest completion.
