This quest is given by Torq De'Rech after you complete the Bears of a Feather quest (see related quests).

You must kill Foulfeather, a named owlbear in Nektulos. He is found in the forest, not far from the path that leads to the beach (near -564.77, 42, 134.95 Copy , he has a long patrol path though. After doing this return to Torq.

This is the final quest from Torq, who refers you to Jaeta H'arn for the next series of quests, beginning with Kill the Dead (see related quests).
