OK so what do you do to make the new item? I have the quest but what recipe do i need to make it.... or is there something else involved...

In all likelyhood, running through the quest and completing it will reward you with a finished cuirass. There are several quests like this in the game in the same level range as this for weapons, armor, and other items.

If anyone can add to this quest, please feel free to post more information.

this is not a lvl 20 quest. if you try at lvl 20 you will only make it (maybe) to 2nd floor.
these guys are tuff.
maybe u can solo at lvl 30.
i am 28 monk and they can take a hit.

the defiled storm lords are right in the armory on the 3rd floor down.

Storm guys are on the third floor near the hand maidens, go down the cathedral steps past the watcher and go straight under the steps in the path, not to the sides and there should be a door down there

Completed the quest and got the following item reward:

Bolt Streaked Cuirass
2 agi, 5 str, 5 health, 5 power, 40 disease, 60 magic
Mitigation 180 at lvl 24
Medium armor(95-120)
