The three loot cards that you need to obtain in Legends of Norrath can only be received from opening up the Travelers expansion booster packs (released October 13, 2009).

This is a quest crossover between EQ2 and LoN. You get the quest in EQ2, get the items in LoN, and complete the quest to get your reward back in EQ2.

Further inspection of the cloak revealed a note from Collector Rattelis stating that she would reward anyone that would find all three of the following cloaks: Cloak of Crystal Shards, Assassin Master's Cloak and Cloak of Runes.

Stage 1

Collector Rattelis has requested for me to obtain a few cloaks.

Start:	Obtain a Cloak of Crystal Shards.
Complete:	I now have a Cloak of Crystal Shards.

Start:	Obtain the Assassin Master's Cloak.
Complete:	I now have an Assassin Master's Cloak.

Start:	Obtain a Cloak of Runes.
Complete:	I now have a Cloak of Runes.

I have gathered the cloaks.

Stage 2

I need to show Collector Rattelis the cloaks I have collected.

Start:	Show Collector Rattelis found in the Legends of Norrath Museum the three cloaks you have collected.
Complete:	Collector Rattelis rewarded me for my efforts.

Collector Rattelis gave me a beautiful traveler's backpack. She did not even take the cloaks, she was just happy to see me have the same passion for collecting as her.
