You can get this quest after completing the Disturbing Blackwind quest.

Harun Clearsky tells you to go to Aversion Isle and speak with Ahnha Leeshadow.

You must go to Ahnha's listening staff at -294, 244, -564 and use your Hardened Pipe Reed to summon her.

Ahnha gives you a report to take back to Harun.

Harun gives you about 10gp and +75 faction with The Windgazer. This opens up The Inhabitants of Cloudmist Isle quest.
