Completed soko-what, have deckhand title and cannot find where to start the subquests for A Higher Purpose, apparently its from Petty Officer Kimitz, but he won't give me anything on hailing him, am I missing something?

Xylox is absolutely correct. The illusions get confused. Make sure you remove any and all disguises you still have on you, then recast the Brokenskull Costume and it should work.

If you are bugged in this manner she will say that she has "nothing to say to louts like you!"

You need to drop your disguise (in a safe/non-aggro place) and recast it. Then you can talk to her.

Infiltrate the Brokenskull High Command to discover their plans

Speak to Petty Officer Kimitz ( 919, 29, 832 ) and complete the following sub-quests from him to gain the rank of Petty Officer and gain access to the Brokenskull War Chamber. He's in the hall directly past Scabby Gabby.

Take 4 pieces of paper from the tables in the Brokenskull War Chamber

For a bonus, kill Captain Reezz Seablood while you are there (IF you are in a full group. She is 78^^^ Heroic!). She has some excellent drops, including the much-sought-after Cloak of the Booty Hunter!

Return to Fip for your reward!

Now that I have successfully worked my way to the rank of Deckhand, Fip would like me to spend a little longer working my way to an officer's rank. Once I have that rank, I should infiltrate the command center at Brokenskull Loft and filch whatever I can to bring their plans to light.

Stage 1

I need to earn the rank of officer and gain access to the Brokenskulls' further plans.

Start:	I need to earn the rank of officer and then raid the Brokenskull headquarters for their plans.
Complete:	I have raided the Brokenskull HQ and stolen their sensitive materials.

I have managed to acquire a number of sensitive documents to bring back to Firmroot.

Stage 2

I need to return to Fip Marrsquire with the documents I have filched.

Start:	I need to speak with Fip in Firmroot Moot.
Complete:	I have spoken with Fip.

I have returned the sensitive materials to Fip.

I have brought back a number of materials to Firmroot that can shed light on the Brokenskull's plans.
