Fhera Dyalla  

Stand on the trail by Jenthis Viridar, the NPC who gives this quest. Look due south and you will see a large stand of rocks that stick up on the other side of the bend in the trail. Move south and look for her between the rocks. If Fhera isn't there, just wait a few minutes.
