Found him standing close to 64.04, 21.51, 871.93. Catalogued him and ran off to reset aggro. After reset, he slowly walked off from above mentioned loc.

Hurd takes a long time to spawn. the greenblood bounce is the place holder for him and i have killed him atleast a dozen times, and have been at it for several hours. i suggest that you check from time to time when you log in, or keep killing the place holder which is a four up heroic until Hurd pops.

the PH for all the bouncers are called "Greenblood bouncer"

I was doing Stein HQ and just saw Spindra and Hurd both up at the same time. They were within a couple hundred yards of each other. Also Hurd in now a ^^^, not ^^ as in the screenshot here.

Just as an FYI, Spindra seems to be the PHer for Hurd. If u can't find him up, look for the spider

He's located in the South West of the Feerrot zone, roams the area south of the pond.

loc 151, 24, 654 is too far west over the mountain range beside the pool. fyi.
