The quest is called "Once upon a Fallen Star". The quest dropped of a Firerock giant scout. The handle I got (autoloot) from a skeleton trooper. I'm still in the process of searching the craters in TS for the next piece.

The item is dropped by other that giants (as I got it off of something else, just dont remember what). The second part of the mace (handle) is dropped by undead. It took a while for me to get the drop. Once you have the handle you need to find a piece of metal (used to attach the two pieces) in one of the craters within Thundering Steppes. I am still looking.
