The way I sneak in, seems to have been overlooked by many.
Enter the sprawl from the CL's, once there head for the Ratonga area and enter the Serpant Sewers, the zone in to the thieves way is close by. Once in the Thieves way head straight for the East Freeport zone in.
Now from here you'll be far above where you need to be, to walk is suicide due to all the guards. But if you hop onto the wall (yes the big scary one) and look down you'll see a number of ledges, if you go down carefully enough you should be able to hit all the ledges and surive all the way to the bottom (even without safefall, I have done this as a Templar :).
Then its just a quick run across the street to the inn (See other methods for how to do this properly) And out is slightly easier... Call of Qeynos :) OR follow one of the other methods again if you want to risk, life and limb. From either city you've got just as far to run to get to The Ferrott, might as well start from one thats not trying to kill you.

I've found the the easiest way into East Freeport for a good fella like myself is to take the bell in the commonlands to Beggars court. The guards there are very low and sparse. Continue through the court to the thieves way is a straight walk inside no turn the tunnels lead right to the east zone. On the left in the first room you come to. from there its just a matter of sneaking to the docks at 40 he guards don't aggro at 39 they do though. they are pansies however and placed far apart. the only part you actually have to be very careful is the final steps into the bar as the epic walks infront of the building. you can walk along the sides of the building to get to the back and avoid the two that sit outside the front door. Easy enough. But that's just my way =)

Yes if you are a quenosian you will be killed on sight by the guards, but i have found a way into freeport which is rather simple as long as your lvl 30+.
Buy or make a totem of the chameleon from the Broker and go to commonlands and enter into west freeport. Just before you enter gates and when ur out of the stationed guards aggro range activate the totem of the chameleon. Now zone into West freeport and run through it watching out out for the lvl 70 epic(x4) as they have see invis. and can one hit kill you. Zone into east freeport yet again watching out for the epic guard and go get the quest.
By now your totem duration will be running out so to make your escape run to the mariners bell being wary of the epic guard skulking around the zone and zone into commonlands, now make your way to feerott to do the quest.

If this is a Freeport HQ... can a level 51 Qeynos Paladin get the quest?? I thought that if we entered Freeport.. we would be attacked???

You can Sell it to NPC merchants but it is still no trade this quest was kinda hard for a 39 necro to solo.. so i saved the HQ got to level 44 & soloed it east & if Soe nerfs Necro's im gona * not gona say*

The Stein is also No-Trade and Lore now.
