and the location for that chest are good, it's in the area of the stockpilers and treasure hoarders, where the tome of chirantis is found.

Quest still drops and/or you can buy the key sometimes on the Broker. Chest is in Blackburrow at 14.3, -15.5, 51.

I have this key. I right clicked and examined it. It didn't start a quest for me. Maybe it is bugged
