Nothing except the "Tormented Dragoon" will update the "etched circlet". You can tell because none of the other "Tormented" mobs will give you the "quest item not found" message.

Actually, "quest item not found" means that there was a chance of that mob giving the update, but the RNG worked against you. If there was no chance of an update you would have gotten no quest message at all.

There are three steps to this quest:
1. Find the Etched Circlet (from Putrid Dragoons)
2. Find the Quartz Rod (from Fetid Teir'dal)
3. Find the Spinning Glass Orb (from Teir'Dal War Mages)

Not sure if this quest is bugged.

When I turned in the 3 items he gave me coin (just over 3sp) and then proceeded to talk at length about a "crown" he'd given me. Needless to say, he gave me no item.

A bit disapointing, we'll see if part 3 and 4 are any better, or at least make more sense.

Hmm, first he wants you to kill putrid dragoons for the etched circlet then when you find that you need to kill fetid Teir'Dal´for a quartz rod.
