I found a purse while adventuring throughout the Fallen Gate that had words lining the drawstring. After some time, I was able to make out the following phrase: "Honor the Memorial of Hatred by giving of that which houses one's seething."
I have studied the words of the Memorial of Hatred. I believe I know what it means now.
I have finally collected enough ghostly hearts to fill the offering purse.
I have deposited the offering into the Memorial of Hatred's urn. A moment later a ghostly earring materialized in its place.I have honored the Memorial of Hatred and was bequeathed a nice reward in return.

This quest is initiated by examining a Purse of Holding, which drops from monsters in the Fallen Gate.
You must find the Memorial of Power. You must go to the room near the whining halfling and examine each of the pillars (+24, +2, +12).
You must then kill zombies in the Fallen Gate to Collect 8 Brains.

The quest is gotten by examining the "Purse of Offering" when the purse is examined it gives you three choices of writing to look at. each gives a different quest. there is the scratched writing, smudged writing and one other I can't remember off hand. each also gives a different reward

I just finished this quest and I got Spectral Dragoon Earcuff

It was definitely the Memorial of Hatred, but the quest log say's it's repeatable, so I don't know what I'd get if I completed it again. Also can't remember the Purse name.

Actually there are 4 similar quests for all 4 pillars. Every quest starts from Purse of Offering. My first purse gave Memorial of Power, second one Memorial of Darkness.

Ignore my last post...maybe you need different purses for each quest. I don't remember what purse I inspected first, but quest was Memorial of Power and reward was Spectral Dragoon Belt.
2nd purse I inspected was Purse of Offering, quest was Memorial of Darkness and reward was Spectral Dragoon Band(ring with similar stats to belt)

Actualy this quest is called "Memorial of Hatred" and it is dropped by "Purse of Offering" seems to be randsom mob. I looted off Defiled Attacker

this quest is gained by examining a "Purse of Holding" and then you must go to the room near the whining halfling and examine each of the pillars. You then have to kill zombies to gain 8 brains to be sacrificed to the memorial. That's as far as I've gotten in the quest.

I got the item, which is a coin, after completing the quest "cleaning the filth" in Stormhold.
Once I examined the coin, my QJ updated with a listing for the fallen gate.
