Oh, and her level is 4. The journal gives this quest a rating of 5, but I didn't need to be that high a level to kill her. She's a pretty easy 4.

Find and kill Ithari K'Xyrae, who is wandering around inside the Sablevein Tear just outside of town around -512.68,-53.85,368.27 .
Take her head to Mayor Sselnyl Do'Zyth to claim your reward.
