This quest is given by Highkeep in Tenebrous Tangle to those who own the Kingdom of Sky expansion. He is located near the spire portal.

He will send you to speak to Jabber Longwind, an aviak near the entrance teleporter. He will send you to the Hidden Refuge to speak to Murrar Shar (192, -236.7, 185). The hidden refuge is found by jumping off the waterfall that falls off the near the entrance. He will give you the Burglars Afoot quest.
