I did all the steps and got 3S and 2C for a 26 Ranger.
For the visit to the Shrine of the Sirens, check for free swimming Sirens and from the beach swim underwater at the bottom to temple steps that face the beach and between the two Sirens. You get a Quest update and if you don't blow it you can turn around and never attract any of the Sirens. I did it just holding my breath with a 50 skill in swimming.

I tried all sorts of waters in TS and didn't get an update for fish until I took the bird flight to coldwind station. I went along the coastline to the west up until 1166, -30, 993 (near the Glendarion The Unkempt) and finally got all of them. Be careful of the tough skellys and gnolls. The sirens near there are 27ish.

I started this quest on 12-10-05 and it requires 15 crab shells, not 24.

By far the best area to complete the shallows fish and "seafood" gathers part of the quest is by the small lake leading into Valley of the Ancients. It's full of shallows fish and the appropriate fish mobs.

The Large shore crabs are down in the southern part of Thundering stepps. If you go to around the location of the earth rumblers you will find them along the coast. You can also find them by the Siren Temple thing but you have to kill the small ones to make them spawn there.

As of today, the quest paid 3s, 23c; better than what was last commented on this quest.....but still kinda sucked. Go to North-West beach to find your crab and go fishing; fish by the the TS dock didn't seem to do anything but increase fish'n skill level.

Large shore crabs can be found in the SW corner of the zone on the island with giants on it.
I fished near the docks and can confirm that not one of the fish I got there updated my journal. I fished 6 stacks out and decided to try over by the Siren Shrine. Every time I cast I received an update here.
The reward I received at level 26 was 1s 2c, and in addition I received Granville's Coffee Table. Exp gained was 3%.

When passing the shrine I received also a spell called Eye of the Turtle, which gives clear water viewing according to the description

After slaying the 15 large crabs he asks you to get 20 High Quality Seafood for him. I killed more crabs, didn't get quest ping, killed fish, still nothing, now it seems like I will have to get my fishing up to 90+ ...long way from 15, but well...

After killing 15 large crabs, the next task is to gather 18 "high-quality" fish. He recommands a particular spot, but any fish harvested in the zone will do. Note that you need to have a fishing skill of 90 to harvest in the zone.
After that, the next task is to find out why the local seafood population is declining, which he thinks is due to sirens (which also might explain why his previous supplier has gone missing).

Completed this quest, after killing a bazillion crabs to spawn 15 large crabs, fishing 20 items and checking out the Sirens pyramid in the water, the reward was 94cp and about 5% exp at lvl 23. Very disappointing.

- The first thing he asks for is 15 shells from Large Shore Crabs in the Thundering Steppes. After doing this return to Tobias.
- The next step involves fishing for 18-20 high quality fish. You must harvest the fish in the zone, this requires a 90+ fishing skill. Then return to Tobias.
- The third step is to visit the Shrine of the Sirens. This is located at 1481, -20.4, 239 , underwater in the Thundering Steppes. After doing this return to Tobias for coin and experience.

Tobias Granville in the Thundering Steppes plans to build a restaurant somewhere. He's scouting out some delicacies from around Norrath to include on the menu and asked me to help him. He offered some coin if I can bring him what he needs from the Thundering Steppes for his seafood bisque.
I've provided everything Tobias requested.I've procured the basic ingredients Tobias requested. He paid part of what he owes me, but told me that his sister Tanny Granville has the rest of their funds. I will have to look Miss Granville up when I pass through Nektulos Forest to collect what's owed me...or I can forget the whole thing. Hmm...decisions, decisions.
