No, Blizzard did not forget about us. Probably more so than paladins, warriors and death knights, it's not the inherent and pre-determined STATS on a druid tank's gear that makes them a tank, it is the GEMS and ENCHANTS that YOU, the player, choose to put on the gear, that determines if it is dps or tank gear. A piece of gear doesn't need to be loaded for bear (HAHA, get it?) with dodge to be for tanking. In fact, I'm not so sure I've even seen tank-based plate that has shield block or parry because I believe damage mitigation stats were intended by Blizzard to be rolled into that particular tank class's primary stats. Just like all secondary stats really, all I ever see anymore are +AP, +crit, +haste, +SP and +mastery.
So the lesson here is, instead of waiting for a piece of gear with dodge on it, gem it for agility. Or if you're specced right and already loaded for bear (HAHA I did it AGAIN!) on dodge, gem it for stamina.
