No, Flametongue will not eat Fiery.
Your observation is a common mistake. (It's good that you notice things like that, awareness is a nice trait to have.)
Fiery is set up on a PPM system. Enchants/talents/etc. work two different ways in WoW.
"X% chance on hit" means exactly that. For every X attacks out of 100, whatever it is will proc. Fiery falls into the other category, called PPM. Procs Per Minute. No matter what the speed of your weapon is, it will pretty much always proc a certain number of times per minute.
Fiery's PPM is 6. I am willing to bet that your Warrior was using a slower swinging weapon than your Shaman. Even though it looks like your Warrior is getting less procs, he is not. (Or it could just be luck, heh. Don't worry about it, the game is not broken.)
Pretty much use Flametongue until you get Windfury.
Any enchant is good, really, back in my day when you levelled you couldn't afford enchantments, unless someone was giving them away for free.
