The fact that AS is nearly half the cost of KC is important, though. BM is basically just spamming CS and tapping KC nonstop. Using Arcane Shot would require them to stop using CS. And KC does much more damage, so they are obviously not bothered by the fact that it is more focus--you'd need to factor the lost CS damage/focus into AS anyway.
MM spec is somewhat similar. You could Arcane Shot, but you really want to be using Steady Shot to get your Aimed Shot procs. So, even if AS is better damage than Kill Command (which I don't remember if it is or not in MM), you are better off using it than stopping to use AS. You just can't spam it, or you won't be able to use your Aimed Shot, Chimera Shot or Scorpid Sting when they come up.
Survival, like I said above, is much more confusing. AS is certianly very efficient damage--22 focus (15 for crits).
The real question is which will do better DpS at cap--AS or SS/CS? If the former, than you won't be using Kill Command. If SS/CS is better, then you'll only be firing *** when you have a Lock and Load proc, and might actually end up hitting KC to burn excess focus.
Without knowing how these abilities will scale (or how gear will scale), it is really hard to evaluate.
I'm really hoping they add something else to BM, though. I like its synergy with the pet, but the rotation is just way too boring (literally spam one thing and hit the other, that's off the GCD, whenever it comes up).
