I was doing Rotface as disc earlier today and noticed this as well. At one point someone got low on hit points (she was disconnected and standing in the slime, but that aside), and it went down like this;
"Oh, I'll quickly throw them a shield!"
*Cannot cast that spell*
"Right, Weakened soul... Penance then!"
*That spell is not ready yet*
*ElexĂa has died.*

I think disc is the only healer spec where your prime abilities have a cooldown, and that can be royally annoying at some points. Which is why the first set bonus was close to perfect. It did gave you that additional proc, but instead of adding even more complexity to priest healing, it played with those royally annoying cooldowns.
