BoE epics are aimed at all hunters and shamans interchangeably so they're more generic in terms of stats.

Draenei enhancement shaman need a total of 420 hit rating, but it's not so much melee hit we're worried about. The goal is to hit the spell hit cap since so much of our damage is spell based. No dual wield class aims to be hit capped with their OH weapon. It's just not a feasible goal.
You can get Shard of the Crystal Heart with EoT that will give you a nice chunky +128 hit rating (and the on use effect is sweet as hell for enhancement shaman).
I gem straight haste on my shaman with a Nightmare Tear to keep my meta active and some gems used where necessary to keep my Expertise up. AP and crit are also good gem choices. Don't gem for agility or caster stats. We take our SP from our AP and even though we get 100% of our Intellect as AP, for the same stat budget on gems you could get double the AP out of it (ie. 20 int gem would give you 20 AP and mana you don't need, whereas you could just as easily put a 40 AP gem in that slot, or 20 AP/10 crit, or 20AP/10 haste, etc.)

This is my shaman. I'm using a generic raid build that focuses on the things we need the most with fewer mana issues in heroics. If I were to dual spec and do a heroic build + raid build, I would probably shift things around to get points into Reverberation or look closely at some of the more wonky builds available to enhancement shaman these days. At the end of the day, my build is plain but effective and it's the build I've been using for 6 months or so now.
(Worth noting in my armory link is that I'm extremely bloated on hit rating right now. I went from a period of time where staying hit capped was a juggling act to all of a sudden having way more than I'd ever need. I'm looking at new trinkets now, as dropping BotOG will knock me down closer to where I want to be and then I can look at the big picture once I'm finished gearing out of ICC and adjust. )
