soft cap arp is the ammount needed to get 100%arp when a trinket procs i believe(grin toll, runestone, new 5man trinket)
soft cap crit is the point that combined with your talents you have a move which is a garenteed crit. mutilate + all its crit talents, plus set bonus is 60% i believe.

speculation, not all gear has been uncovered so until we see all the offset stuff dont worry about it. so much hit on Toc gear that this wont be an issue until you replace majority of gear anyway.

Spec is more the issue than gear for this. arguement for vigor>fleetfooted for example. in fights that need sudden burst vigor would allow you to pool more energy for more burst. fleet allows you to stick to a moving boss so which you want will change on the fight.
