Nope. Not until very unrealistic numbers (like if you had 1 million str and could add 1k str or 1k crit rating. 1k str would make little difference, 1k crit rating would cause the damage from that massive AP pool to crit constantly).
In addition to this, crit rating on items is very expensive in terms of item budgeting vs actual effect. A leather chest would be budgeted with 70 agi and 50 crit rating. The agi gives rogues extra AP, so they're fine with that even though the agi and CR only adds maybe .4% chance to crit. It'll contribute very little to a ret since you don't get the AP. Strength on the other hand on a plate chest gives two times the AP and is multipled by talents. And str is affected by raid buffs, crit isn't etc etc.
The other ret either performed better or was very lucky with rng (sarth 3d zerg right? Being such a short fight, random luck will cause dps to change wildly from attempt to attempt).
