I'm gonna have to disagree. First off I rarely use anything but LoV for farm content now(xt, IC-if tanking the big guy, and vezax hardmodes are the exceptions). Its just so much more threat/dps and is especially great in 5mans where i actively try to deal more damage and take more damage(provided my healer isn't impaired).
Second, LoD absolutely depends on your gear lvl because the 200 dodge from LoD is subject to Diminishing Returns(DR) and will have less and less effect as you upgrade your gear. Its less than 3% dodge fully raid buffed in my stam set and less than 2% fully buffed in my avoidance set. Where as the 200 str isn't subject to DR until you have ~2.4k block value(and the raw ap is never subject to DR).
I don't mean to say that more dodge isn't usually a good thing. Most progression content you should use LoD. Anything to increase your TTL(time to live). But given the nature of some encounters that contain a majority of unavoidable damage(for example -impales/bleeds, poisons/fires, frost breath/stuns all in the 1st encounter of ToC), you might as well be doing more dps. As usual its situational as to which one is 'best'.
