I am wondering if the trade off of lower cast time on lightning bolt and chain lightning is worth the loss of spell bonus due to the lower casting time? Anyone know if it is worth it to keep the higher cast time for more damage?

You don't lose spell damage, you just get faster cast time. It's a 100% win talent as far as that goes. The only tradeoff is that you can't spend the points on something else.
