Honestly, nothing will improve your time on target (and thus performance) in a movement based fight more than having knowledge and experience with the fight. The more you can predict when, where, and how you're going to need to move, and return, is going to get you where you need to be when you need to be there. I guess that's a wordy way of saying that your best tools are common sense, experience, and situational awareness.
Outside of that, you can make effective use of Sprint to cover the ground faster in a pinch, and also just be aware of when movement is going to affect buffs/debuffs. Is moving now going to cause SnD, Rupture, HfB, etc to drop? If so, then your priorities may be different than where you left off once you return to your target.
Sorry if it sounds silly, or like i'm stating the obvious, but in a lot of ways that's what it can boil down to. Movement mechanics, IMO, are designed to disrupt you at that base level, and force you to be aware.
