Considering the old one has higher block value and is active for 10 secs every time you judge and the CD of judgement is 9 secs.... I'd say no.

Exactly. Until that Libram you linked is buffed somehow there is no benefit to having it over Libram of Obstruction. In fact, just the opposite.

I did read a post saying Blizz was unhappy with this and wanted to correct it, so we'll see what happens (if anything).

Happened to look it up just before I read this post. On Thottbot it says the Duration is 5 seconds (of Obstruction). This would mean it is only up for about half of the time (if you just every ~10 secs).

This would make the Conquest emblem one better imo. (being up constantly makes up for lower block value)

I believe it was changed recently. I recall it was originally five seconds, but I checked just then and it's ten now.

Yes, with the latest patch the duration for these types of items (those that provide additional BV) was doubled. With this change it means both Librams in question can be up 100% of the time, so the only factor really is which one provides the bigger benefit. This is LoO.

The Triumph librams look great tho, 200 dodge or 200 str up 90% of the time depending which one you choose. I've got the str one atm and with kings it adds 164 BV and 506 ap. That's a lot of extra threat and at least some mitigation. Not to mention its a must when swapping to ret spec. Haven't played around with the dodge one yet but seems it has good reviews over at maintankadin.

I got the Dodge one first, as Threat is not a problem. I find it -amazing- as it is up almost 100% of the time. The Ret one I got shortly after, and again, amazing. The problem is right -now- SoV is weaker than SoR so I find myself using my Divine Storm Libram most the time.

(SoR is doing double Proc on Judgements, which already do more than SoV ones even with 5 stacks)

Overall Obstruction -> Triumph ones. Nothing else.

Not according to my testing: SoR currently procs off of white/CS/JoR/DS(will proc off of all targets it hits). SoR can not crit.

SoV is currently proc'ing off of white(once you have at least 1 stack)/CS/DS(only procs off the target you have a SoV stack on). SoV can crit for double dam.

Didn't do much more than 40min of testing, but once SoV was stacked it was doing at least 10% more dam than SoR not counting the extra crit dam. Factor in the 10 less expertise when using SoR(unless you're softcapped without the SoV glyph) and there's just no way SoR should do more dam in a normal tank+spank encounter.

My bad, didn't clarify, I meant on Ret. As Prot I use SoV of course.

I'm gonna have to sit down for a while and save a recount of a few bosses over 2 weeks (1 week run SoR, 1 week run SoV with same group) in Uld. In ToC, I noticed a leap in DPS when I put on SoR over SoV but that is isolated. I'll check it out.
