I would imagine so.
For one thing, 15 more RP (assuming you ALWAYS have a full 115 when you DS which will likely not be the case) is only 3% more DS damage. And this will rarely be the case. For one, it is a waste to use a DS at full RP--you lose out on almost half a DC that 3/8 a DC that way. What RPM actually helps is the fact that you can use one at 100 RP without going over, if we ignore RP gained passively. Secondly, DS is not your primary attack, HS is. And HS benefits from...
Epidemic. 1 point is an additional tic of disease damage (easily 400 more with average gear) but also another 10% heart strike damage on the final one of your rotation, every 20 seconds. It also leaves you free to move your HSs to later in the rotation, to insert DCs, to dump RP before generating it for your next DS.
And, that leaves you free to actually DC more, which is much better.
There may very well be a rotation and build that really takes advantage of RPM. But I haven't seen it. Blood is really the most complicated build now, if you use the DS glyph. If you don't, it is the simplest.
