The text of Brain Freeze says that it gives your spells with chill effects a chance to proc.

My question is: Does the glyph, which removes Frost Bolt's chill, removes its chance to proc BF?

I think it does.
I'm pretty sure that it procs once the chill effect has been applied to the target you're attacking.

actually I do notbelieve itremovrs the chance for it to happen as I think it is a standard talent for those few frost raiders, but I could be wrong.

The talent's wording is really awkward, then. They should say, "Of Frost Bolt and any spells with a chill effect."

I mean, there are only a few, with talents, that provide one anyway...
