What am I supposed to be doing? The Librams I have had access to seem to be for Command... I don't use that to DPS.
Any ideas or suggestions?

Not sure what your PvP status is, but the current best in slot libram is the Furious Gladiator's Libram of Fortitude.
The Venture Co. Libram of Retribution is the easiest to attain of the PvE librams, it provides a good amount of damage against multiple enemies, i.e. most of the fights that you will encounter. And against single targets, Libram of Radiance is now available for 25 Emblem of Valors, or drops off of Noth the Plaguebringer in 25man Naxx.
