If you shouldn't be tanking damage, you shouldn't die either so yes it is a waste. Granted I took the talent at some point while I was running 5-man out of convenience. In a raid, these 2 points could be put to better use.

Not an exception, it is the only reason to take it. Not sure what your experience is in Ulduar or Naxx but there's many fights where spell pushback can really hold you down.
Could you do without it? I guess

True but it's the first time I see someone arguing the usefulness of imp.reincarnation over healing focus.

If I get attacked in a raid that means in almost all cases im quite dead. And if I'm not the 1 extra second im buying myself with that talent won't change that much
If you're taking straight melee hit from mobs, you most likely have tank problem and healing focus won't fix that. In PvE, you do take some AoE damage and that damage will pushback your already long cast making CH a 3+ sec cast which in itself can be game breaker.
