I'm not an expert in enhancement so I'll let more knowledgeable people answer. What I can tell you though, is that Agility and Intellect are vastly superior stats than Attack power. Also you didn't mention what you are doing? mostly 5-man I guess? Or are you trying to raid? If it's the later then maybe you need to re-work your spec a little.

Also I would use windfury on both weapons.

You say you want to get your dps up but you don't mention where it is now nor where you think it should be. Dps in a raid can vary a lot depending on what buffs are in the raid and what you are fighting as well so it's hard to say whether or not you are performing the best you can with the gear you have.

I'm not expert either but since my main is an enhance Shammy, I will try to give a little advice. I think that your hit and expertise look fine (I can't remember the expertise cap at the moment). Attack power generally comes as you upgrade your gear and it's not a bad thing to gem/chant for but personally I like having a lot of crit since a lot of talents proc off of crits. While stacking agility builds up melee crit, stacking pure crit helps both your melee and your spell damage. I would suggest looking into raising your crit chance up above 30%.

The only other thing that really stands out as being 'wrong' about your gear is the couple of PvP oriented items you have with resilience and high stam on them. I would try to replace those as soon as you can with items that stack more of the stats you actually need.

Yeah, So I wasn't very specific in my first post. Since then I have gotten a few upgrades and whatnot. The PVP items are just a stopgap until i get better items, but everything has improved a lot since i first posted, but thanks everyone for your input.

FT on a fast OH is better due to the flat 10% coef' of FT. You should only be using a fast OH if it is a substantial upgrade to your previous OH.

With the changes to FT weapon in 3.1 i think its back to slow/slow, Also the UR change to give us 9 expertise is delicious.

Flametongue Weapon: Bonus damage from spell power now based on weapon speed. Slower weapons will benefit more from spell power.

I think they are only doing this because Blizz want WF to be the enhancement Imbue. They don't like people using FT to do melee Damage.

If they didn't want Enhancement to use FT, what's up with Lava Lash?

No, I read a post a while back that they definitely wanted FT to be a viable alternative to double WF imbues. I'm excited about this change to FT. Never wanted a fast off hand due to the effect it would have on LL/SS damage, so I just stuck with WF/WF, which in my testing always gave me more DPS. Might feel good about using FT now.

From what i have read, they want Enhancement to use WF/FT.

http://elitistjerks.com/f79/t47798-enhancement_3_1_changes/p25/

That is a link to all 3.1 enhancement discussion on Elitist Jerks, They are still saying WF/FT, but there is a lack of slow offhands in Ulduar, Also blizzard has stated that they want enhancement shamans to use WF/FT. That is part of the reason we have Lava Lash. >>

Get your hit to 341. Get expertise to 6.5%. After that get ap (preferably AGI but whatever is best...it is usually obvious what the next upgrade will be). WF/FT.
