Hit/Misses on a New RogueFollow

I just rolled a rogue and am starting to realize how dynamic these little buggers are. He's only level 15 now, but I have noticed that he is missing a good percentage of his dagger swings on npcs 15-18, more as the level increases. Often my sinister strike doesn't hit, or gouge misses, other attacks do as well. Is this fairly normal for a low level? I can imagine it's because he's duel wielding and getting in more attacks and that I'm just seeing more misses. The annoying parts are when sap or gouge miss and I have to re-adjust for a fight that should be easy.
My other question is about rotations. Right now I go with gouge-backstab-sinister strike-eviserate and they're usually dead; when stealthed i start with garrote-gouge-backstab(if enought points)-eviserate. When would I apply my other finishing moves, slice and dice/expose armor? Right now I use slice/dice when there are more than 1 npc on me.
I've been reading a up on this class, but a lot is geared toward upper levels. Are there any suggestions for levels 15-30 or should I just keep on keepin' on?

This.

You're not going to find any gear with hit rating at low levels for the most part, so you will experience a lot of misses on mobs that are higher level than you. Just like you suspected, dual wielding you're going to see a larger number of misses than with a 1h or 2h. I think you're doing perfectly fine with your rotation for soloing. You'd use SnD on mobs that are going to take long enough for it to be worth it, or multiples, like you're doing. If you're levelling combat, when you get blade flurry at level 30 combined with SnD will make things much easier to kill groups of mobs.

For now, like many classes, you just don't have enough of the neat talents to get really technical, just grind away.

Thanks. It's always nice to get a pat on the back when you're heading the right direction. I'll just grind it out and I'll be back to re-post when he's higher.

Part of the misses come from lower weapon skills. These naturally increase as you level.

If a sap is missed you can try again, unless you use another move, ie macro sap->attack, etc. Or if you become unstealthed.
